Deputy Mattie McGrath: It is a pity the Leas-Cheann Comhairle did not get to call me in the last debate but I will forgive him for tonight.

Deputy Mattie McGrath: I commend Deputy Thomas Pringle on tabling this well-researched and carefully crafted Private Members' motion. Like most Private Members' motions from the Independent group or the Technical Group, there is little interest in it. A recent motion was tabled by Deputy Tom Fleming and during the debate on it, the Minister finished her script seven minutes before the end. She sat down and the Chamber fell idle for seven minutes even though the Government accepted the motion. I would have thought some Government Members would be interested and that some backbenchers would be present in the Chamber if Ministers cannot be here. Sin mar atá sé.

Deputy Mattie McGrath: I am delighted to contribute to this Second Stage debate. This legislation has been rushed. It has a nice title but there is little else in it. Like other speakers I am concerned. I was a Member of the previous Dáil and I saw the Government when in opposition objecting on a regular basis - often with good reason - to the use of guillotines. However, the Government has excelled itself with guillotines since it came to office.

Deputy Mattie McGrath: I appreciate that.
While I may not be in favour of everything the G8 summit stands for, I am delighted it is to be held in this country. I am delighted it is to be held in County Fermanagh. I am delighted with the exposure County Fermanagh is getting. It is a fabulous county and I have travelled every inch of it during the years. Its lake district is beautiful from a tourist's perspective. It is a county of small farmers. However, havoc has been wreaked on it, including by the Enniskillen bomb and other incidents.

Deputy Mattie McGrath: Tá brón orm go bhfuil an Taoiseach imithe. One could be forgiven for believing one is waking up from a very bad dream. We have heard it all before and we are walking around in a haze and a fog. I am sure the Taoiseach must pinch himself most mornings when he wakes up. He must ask if it is true that he is the Taoiseach of the country. He now has his opportunity as the boss in Europe. He must ask himself if he is delivering for the Irish people. As I have noted previously in this House, he has been given one of the finest mandates ever received by any Government.

Deputy Mattie McGrath: Tá súil agam go mbeidh an Cathaoirleach ann maidin amárach nuair a bheidh mé ar Leaders' Questions. Deputy Broughan is a great man to keep order and I apologise for whispering to my colleague when Deputy Fleming was speaking. He would be a great man for Leaders' Questions and would keep order on the Government side while I was trying to make my points against the adversity of the onslaught of the shouting and everything else. Sin scéal eile.
